Latest Update:
As of January 2023, the procurement process to secure a new contractor for CSLR is ongoing, with construction set to commence in summer this year. With an anticipated duration of two years, the project is due for completion in June 2025. Currently, United Utilities are in the process of building the access road at Peastree Farm, for future use of the haul road.
What the project proposes:
The Link Road includes five roundabouts and four bridges, running from Junction 42 of the M6 to Newby West Roundabout on the A596 Wigton Road. It will also connect the Carlisle Northern Development route to Junction 44 on the M6.
Proposed works include cycle bridges, a cycle path alongside the route’s full length, environmental mitigation, and extensive landscaping. Of the four road bridges, one will cross the West Coast Main Line, another other the Cumbrian Coast Line, while two remaining bridges negotiate both Caldew and Petteril rivers, which run either side of the city.
The 8km-long link road will provide vital relief to current congestion in Carlisle and improve the execution of St Cuthbert’s Garden Village.

The 8km stretch will provide vital infrastructure, relieving congestion in Carlisle. The road will not only improve access for vehicles but thanks to its expansive system of footpaths and cycleways, will help to bolster the city’s environmental credentials.
The project facilitates further growth within Carlilse, for example the council-led initiative St Cuthbert’s Garden Village. This scheme will bring 10,000 new homes by 2030 and with it much employment to the area, and crucially, its success and timely deliverance depends on the construction of CSLR.
